Piebalga cultural space consists of less than six thousand inhabitants, who have a strong sense of belonging to the place and space where they live and are represented. The attractions in their peculiar self, which have been formed by the intersection of ancient skills, the specificity of the living room, the need for education and knowledge, are essential carriers of Latvian national identity. Ancient is the remarkable or self-respecting identity of the Community, which has been emphasized in life, literature, art, traditions and continues.
Today the Piebalga cultural space community is represented by academics and scientists, public figures, cultural and educational workers, representatives of the traditional cultural sector, politicians, municipal officials, entrepreneurs, young people and other holders and developers of cultural space traditions. The core of Piebalga cultural space is formed by the association of museums “Orisāre”, the rural exhibition of the Ethnographic Open-Air Museum of Latvia “Vēveri”, the culture centres of Vecpiebalga, Ineši, Jaunpiebalga and Zosēni with amateur art collectives, the folk art studio “Piebaldzēni”, the weaving studio “Vēverīšas” and Dagnija Kupče, the Jaunpiebalga Music and Art School, the Jaunpiebalga local history museum and Vēsma Johansone, the owners Raimonds Dombrovskis and his Vanagkalns, Guntis Gailītis and his “Skrāģu” pub, the craftsmen's house “Mazrītiņi”, Petkēviči household and the Antiquities Museum “Cinīši”, famous water lilies of Vecpiebalga and Aina Ozolina, etc.
Importance in Community Life
Piebalga cultural space (history, events, landscape, cultural traditions, language and people) is unique in the Latvian cultural environment and cultural canon.
Until today, the remarkable and isolated sense of belonging and identity (self-consciousness) was clearly formed in the 19 th century. The development of the cultural space has been facilitated by access to knowledge thanks to Hernhutian movement, the different geographical location – Vidzeme Highlands, rocky soil and lean land – and also the different ethnogenesis reflected in several studies. As a result, Piebalga is added to Latvian cultural and awakening centres such as Riga, Jelgava, Dorpat, St. Petersburgh and Moscow in the second half of the 19 th century.
The contemporary identity and sense of belonging inherited by the contemporary community is made up of many elements also included in the Canon of Latvian Culture – Vidzeme mound landscape, Imants Kalniņš associated with Piebalga, Emīls Dārziņš, Kārlis Skalbe, Kaudzītes brothers. It should also be noted that Emilis Melngailis, included in the Latvian Culture Canon, has attended the Vecpiebalga parish school and established the first school choir there.
The core of Piebalga cultural space and its identity maintenance is very active community. Population communities have emerged in the New Awards and the old Abalgs, addressing issues of concern to themselves in terms of improving quality of life. For example, the old Vecpiebalga Community publishes its newsletter.
The New Jaunpiebalga Community shall come together to organise joint events and initiate various changes in the work of the local government. For example, at the last Community meeting prior to the submission of Piebalgs' application for intangible cultural heritage, the issue of the need for the protection of natural landscapes in the forthcoming new spatial plan of the municipality was raised.
A separate Community is also identifiable in the preservation of the cultural and historical heritage, where the association of museums “Orisare”, the New Jaunpiebalga Municipality Research Museum, the Piebalgs Municipality Research exhibition in Ineshi, the Museum of the First Latvian Opera “Banuta” in the “Scripture pub” and the Piebalgs artworks Store in Zoseni are actively participating.
The contribution of the Danish, literary scientist Asma Cimdina to the construction and development of the Piebalgs cultural space should also be highlighted. In her latest edition, “Latvian literature Classic as the impulse of critical thinking” (2023), the professor analyses the “Merchant times” brothers' stack and Piebalgs gene in Latvian writing, both in the golden age of Piebalgs and in the contemporary poetry classic. The researcher concludes the review with a conclusion – “if not more, Piebalga is one such island of spiritual life at the scale of Latvian literature, culture and soul life”.
Nowadays, one of Piebalga's most prominent and visible symbols has become the long-bottomed character Kencis of the brothers' stacked novel, the Merchant times. The character of the kangaroo at the same time also reflects the identity and standalone character of the modern milkman, which includes curiosity, caring for his land and his own farm, chagrinity. Avalanche is also characterised by recognition, getting to the spotlight and trying to be perfect. At the same time, Piebalgs' cultural space is still characterised by the relations between the Silat and the Changalese, or New Piebalgs and old Piebalgs. Although these peculiar relationships within the Community are still expressed in the fields of education and socio-economic cooperation, there is a deep cohesion, pride, identification with Piebalgs, representation and defence of communities on the outside. This is also demonstrated very well by the preparation of the application of the Piebalgs cultural space for inclusion in the list of intangible cultural heritage of Latvia, which is characterised by co-working, co-ideation, sharing together and meeting together. Similarly, the collection of signatures of consent in Piebalgs Community describes the cohesion and responsiveness of Piebalgs and the interest in Piebalgs developing and being on the map of Latvia. Today, awareness of Piebalgs cultural space helps to build and ensure content fulfillment in local Community activities.
Activities/Actions
Particularly distinguishable is the development of weaving and crafts, which have a long history in Piebalga. in the early 20 th century, almost every house had looms and the biggest weaving masters in Piebalga were men, while Piebalga's unique patterns were exhibited at international exhibitions in Brussels.
It should be noted that the familiar Piebalga folk suit was formed in the 19 th and 20 th centuries, which is different from the unique drawings of Mr Broce in the 18 th century. The difference between Piebalgsa' folk costume and other Latvian folk costume can be seen in wives' plaid, chained, grey brunches, shoulder blankets (snātenītes, kučas), red wreaths, wreaths with beaded stripes in the middle, jackets (pockets) and bodices, aprons and handkerchiefs, mittens, etc. Men's folk costums, on the other hand, are distinguished by their long skirts (muduraiņi, krumpaiņi), mantillas, fur coats, unique fur pearl belts, trimmade skirts, rumble or round skirts, vests, scarves, bottoms, men's hat 'banite', etc.
Until today, Piebalgs' bullet, which belongs to the mid-middle dialect Vidzeme, has remained. Different traditional dishes are interesting. First, lamb in different variations. Especially lamb soup, also described in “the days of the surveyors.” Animals – variations are also allowed, but basically gut soup or different guts, ground into one meal. A historically special drink has been cocoa, which has been a status symbol.
Less well known are dishes such as silk, a pork-eared and soaked porridge, a lacrosse or sculpture, a porridge of groats and peas with meat, Elena or spruce, a porridge of flour and bread toast, dravantica or old porridge, a porridge of potatoes, groats and meat.
One of the skills and customs that characterise Piebalgs is trade. As Matiss pile writes, “Endele” has been not only a source of livelihood, but more than that, for “all this is taken on, done and tolerated by the thrill of standing and holding on to his piece of land, attesting to his great treasure in that way.” Trading as a source of livelihood and asserting yourself is a badge of familial identity. Spinning, weaving, shaking the spinning cart and reselling the item was the main activity of the rewards at the time. “The more the workers of this work rose, the farther and farther away the search was always needed.”
As well as selling on the spot, the attractions also traded in Kurzeme, Latgale, Estonia, Pskov and Ostrova. Market places are not only places of acquisition or exchange of goods, but also places of public meeting. There are also pubs closely linked to trade and mobility, which are not only a resting place for travellers and horses, but at the same time also served a certain public gathering, as reflected in the “Merchant times” and cultural function.
Beliefs, Rituals, Unwritten Rules
There are several faiths, rituals or unwritten rules in the award. Some examples.
1. No empty hands and no village bribe should ever come to the gardens. It is seen as a particular indecency. Likewise, when you go from visiting, guests always get a crib ready.
2. Administration of soft demunitus is considered to be a demountable form. Use of words in a demountable form should be avoided. This may point to questioning disrespect, skills, knowledge.
Piebalga's words and stories are summarised in the edition of “Piebalga's tales and stories” (2005) prepared by Spodra Ergarde, while Piebalga's anecdotes are summarised in Peter Birkert's 1929 edition “Latvian anecdotes. Piebalgeans.”
Inheritance and Transfer
There are many different activities in Piebalga's cultural space that ensure identity maintenance, preservation, development and transfer of cultural and historical values in the fields of weaving, crafts, choir singing and theatre playing.
The inheritance and transfer of an element take different forms. Here's a description of the highlights of recent awards.
1. Amateur movement and folklore clusters. The amateur movement explores and reconstructs ancient fabric patterns. For example, a reconstruction of Piebalgs' large handkerchief has been carried out and in 2022 the Vecpiebalga House of old Piebalgs hosted an exhibition of Piebalgs' reconstructed countrysuits, supplemented by modern interpretations. It should be noted that the craftsmen of Piebalgs carry out each year a reconstruction of some specific clothing or fabric – a handkerchief, a shawl, a tablecloth, etc. Piebalgs knitting traditions and skills are also promoted and inherited. The knitting school operates at old Piebalgs and there is an annual sock knitting competition “Learn, girl, sock knitting!”. Likewise, in recent years there have been exhibitions of patterned gloves, as well as various masterclasses, to teach, transfer and promote craft skills.
The apparel of the Piebalgs people is drawn at various events. In particular, it is honored in folk dance collectives, where an Article in Piebalgs folk costume stands out especially magnificently. For the past ten years, the singing of Piebalgs song “Brooklenay” and the dancing of the folk dance “Piebaldrine” at various events in Piebalgs have been a tradition.
Similarly, the active inheritance and transfer takes place also in the folklore group “benefactors”, the repertoire of which is composed of Piebalgs songs, games and dancing. In recent years, for example, the songs and cheers of Piebalgs shepherds, pasture routine, duties, games and difficulties further used in masterclasses and concerts have been explored. The repertoire also includes Midland Heights dancers and games.
2. Cultural education. The New Jaunpiebalga School of music and Arts plays an important role. The music school uses Piebalgs folk song as a form, especially in younger classrooms, encouraging the tune's recognition. Similarly, the local folk song is taught in music theory and history. Ritu Festival, on the other hand, is celebrated with explanations of local traditions. The project “100 Piebalgs folk songs” of the School of music and Art of New Piebalgs, which includes folk songs written in Piebalgs in the form of notes illustrated by students of the Art program of the School of music and Art of New Piebalgs, has been important. This book is now also an inextricable learning material in music lessons.
The work of the weaving workshop “Weverisha” and the New Jaunpiebalga applied Art Studio is essential in order to maintain the skills of positions. Nowadays, research into Piebalgs articles and preservation of weaving traditions in the form of various books, exhibitions, lectures, as well as craft studios are taking place. Similarly, various expeditions in Piebalgs still contain articles from the 19 th and even 18 th centuries, for which preservation and further research are ensured.
The new generation has the opportunity to learn local ceramics and metalworking, which has practical applications. Young people often turn to more in-depth exploration of Piebalgs. For example, a stylised Piebalgs brunch has become a recent diplomat.
It is also possible for adults to develop their skills in ceramics and metalworking, as well as in the applied art studio “Agribusini” various art, which includes conveying and explaining local traditions.
It is important to note that historical place names and surnames have remained in Piebalgs. The names and place names by object (fields, rivers, swamps, forests, valleys, etc.) have been analyzed and compiled by Lucius Dons and Ilze Prese in a collection of articles “from Mount Hines to the Scruggs pub.”
3. Operation of museums, especially in the association of museums “Orisare”, where work with the stock is annual, accumulating, analysing and preserving evidence of Piebalgs society and people. On the basis of it, regular exhibitions on the themes of Piebalga's cultural history have been produced annually. An exhibition of Piebalgs' drawing room on the Vecpiebalga grove” of old Piebalgs has also been set up. A new line of research is cemetery research, which allows the discovery of forgotten bonuses and their talents.
Piebalgs' singles and crafts skills are preserved and tended under the umbrella of the rural exhibition “Veveri” of the ethnographic open-air museum of Latvia, which has a history of at least 400 years. Different masterclasses are organised here for different job skills, especially for young people – for example, butter-threshing and bread-making. The restoration of the unique heritage is also underway outside the ethnographic Museum. For example, tourists have access to the country fence “old Tooks” in old Tooth Balga. It is an authentic farmhouse, which is a cultural monument of regional significance and an integral part of Latvia's cultural heritage. Just as an example is the farmhouse “Alitens,” renovated by historic building renovation enthusiast Arthur Schweed. “Alitens,” built in the late 19 th century, are in Ineshi.
4. Festivals and annual events. For example, “Choose Piebalgs!”, “old Vecpiebalga opens doors,” also in the bicycle label “across the Piebalgs hills” and in the ski “around Alaukst”. A variety of traditions are also particularly notable, such as still alive Yang singing and celebrating the summer solstice, where the solstice trail is stepped out with authentic wreath-weaving and singing songs as you walk to the Piebalga fence, where the sun is escorted and the fire ritual takes place. But the biggest and most inextricable element of the festivities at the biggest Piebalgs festival is cooking and offering lamb soup to guests.
5. Outdoor space and small architectural forms. History
Piebalga castle novads (Latin: Prebalge) is mentioned for the first time in the articles in the 1224 Treaty on the division of the Talava. So far, there has been no in-depth discussion among scientists about where this land was. But given the Balga River, it is likely that it has been the basis for the name of the site, hence the Balga. the 1688 Swedish Vidzeme ploughs audit mentions that Piebalgs Palace is no longer inhabited, its lands divided into two estates, which began to be called old Vecpiebalga and New Jaunpiebalga (Neuhof). During the Great Northern War in 1711, Russian Tsar Peter I awarded both Piebalgs estates to his army leader Boris Sheremetev, whose descendants owned them until early 1920 reform.
A particular cultural, educational and socio-economic boom, the growth of crafts and trade in Piebalgs takes place in the second half of the 19 th century, which is also linked to the Hernhouthian movement. It was not Valmiera, as it was in the 18 th century, that became one of Hernhowitism's centers in the 19 th century, but Piebalgs, where some 90% peasants joined the brothers "congregation movement. Thanks to better education, the ability to speak and write, local people hold good positions in the congregation, the estate, the administration, there are also court-seaters. The brothers' congregations in Piebalgs have given Latvia piles of brothers and “Merchant times” - the first novel in Latvian literature, one of the most artistically significant achievements of realism prose in Latvian writing.
Hernhousians also taught choirs to sing harmoniously, to follow the tune, until each, even in the choir, sang, as in the pros. Historian Gvido Straube, who has studied the brothers' congregations, writes that the beginning of Latvian poetry is also very Hernhootic, sentimental and typically mean-spirited.

in 1873, during the first Latvian singing festival, the chorus of old Vecpiebalga men, led by the conductor Jacob Cornet, won the award-winning place – the Silver Cup. Also at the Second General Latvian Singing Festival in 1880, as a mixed choir of the old Vecpiebalga Charity society, Sudraba sakta won an award-winning place.
Active cultural and social life continues in Piebalgs until World War II. in 1930, the first Song Festival of Piebalgs municipality took place, with 15 choruses of about 600 singers. After the war, collectivization begins, and one of the most significant administrative changes is the creation of the village of Innes instead of the village of the old Vecpiebalga Manor and the creation of the district of Gaujienes with a centre in New Piebalgs.
20 th century. in the 70 s and 80 s, Piebalga becomes a popular summer and independent home for public intelligence, culture and social workers. in the 80 th century, an open-air performance of “Merchant times” was also created at the Lake Alauksta, which became an event of cultural life on the scale of Latvia. The author and principal director of the production idea was Alfred Jaunusans, the playwright Pauls Putnins formed a new stage variant, and at the time Imants Kalnins, who lived in Piebalgs, formed a music design that matched the municipality. Strengthening the Tradition
Preservation of the intangible cultural heritage and strengthening of the Piebalgs cultural space as a priority is highlighted in several local government planning documents.
Cesis County sustainable Development Strategy 2021-2035. One of the five strategic objectives is a “competitive county identity based in the creative industries, cultural and tourism industries.” The strategy stresses that the preserved tangible and intangible cultural heritage, with its unique values, forms the basis for high national self-confidence and the identity of the county. The county's vast and content-varied cultural offering addresses both residents of the local Community and foreign visitors.
In addition, culture and creative industries are one of the economic specialisations and smart specialisations of the county, including crafts, writing, amateur collective activities, etc.
The sustainable development strategy identifies Piebalgs cultural space as a landscape-worthy and cultural-historical area. Several guidelines have been established to develop this area.
1. Continue to nurture cultural and historical values and characteristics, preserving their diversity, which strengthens the identity of both parishes and towns, fostering a sense of belonging.
2. To maintain the inheritance of intangible cultural heritage traditions in future generations, to use it thoughtfully (and gently) as an authentic resource for shaping tourism supply.
3. To base tourism development on landscape values, using it as a symbol of the identity of the county for the recognition of the county, etc.
In practice, the work of memory institutions is ensured for the maintenance of the Piebalgs cultural space, cultural activities and events are supported, various lifelong learning activities of residents are promoted and various Community activities are promoted.
1. EDUCATION AND TRAINING, or, as bonuses say, LONG LIGHT. Three educational institutions operate in the Piebalgs cultural space – the New Jaunpiebalga School of music and Art, the New Jaunpiebalga secondary School and the old Vecpiebalga secondary School, the learning process of which integrates knowledge of the cultural space. The New Jaunpiebalga School of music and Art plays a particularly important role.
2. EVENTS AND FESTIVALS. Element inheritance and transfer have a string of activities. Some of them are listed below:

3. PRACTICING AND TRAINING. The transfer of the Piebalgs cultural space takes place under the umbrella of the New Jaunpiebalga applied and acting Art Studio “Piebaldrini”, Kaives civil parish Art collective “Saulessvece”, a group of old Piebalgs weavers that plays an important role in maintaining the skills of the post. There would also be a mention here of the brand/mark “Choose Piebalgs!”, which is awarded once a year to a company and/or a position for a skill pool. The trademark has been served since 2013. 4. KNOWLEDGE STORAGE. Local government cultural and educational organisations have played an important role in the maintenance and inheritance of the Piebalgs cultural space – Museum Association “Orisare”, New Jaunpiebalga Municipality Research Museum, New Jaunpiebalga cultural House and applied Art Studio “Piebaldrini”, old Vecpiebalga cultural House, Zoseni cultural House and the Inesian People's House, as well as the Scruggs pub. For example, the association of museums “Orisare” has engaged in the pilot project “transfer to Museum”, updating the role of cultural heritage in promoting people's well-being and improving emotional health. In turn, the Scruggs pub organises regular arts and culture days, where there are meetings with local artists, artist plenaries, various lectures, discussions and concerts.

Local Community (Community) activities and support for them play an important and critical role in ensuring the maintenance of the Piebalgs cultural space. So far, two informal population communities in New Piebalgs and old Piebalgs have been identified, which have agreed to organise joint activities. They are accompanied by various societies and individual initiatives to preserve cultural and historical heritage. The municipality also uses the opportunity to meet local residents in its work, provide a consultation process and support their work. For example, a citizens' miniforum was organised on the question of the further use of the Inesian cultural House and the old Vecpiebalga Manor and Manor complex. The preparation of the application for the Piebalgs cultural space for the list of intangible cultural Heritage also started with the meeting of the Piebalgs Community on 11 March 2023 to agree on a joint follow-up work on the preparation of the application. On 13 May 2023, a re-meeting was organised to examine the draft application of Piebalgs cultural space. Following the submission of the application for the Piebalgs cultural space at the Riga Latvian society House, as the XXVII general Latvian Song and XVII Dance Festival commenced, an event organised by the municipality of Cesis municipality was held, where Piebalgs, the application for the Piebalgs cultural space and the contribution of awards to the common Latvian cultural space were honoured.
Until now, the municipality and various institutions have been working on various additional funding and support.

Private investment in the maintenance of the cultural space is also particularly noteworthy. Such events have taken place in the Scruggs pub, Zossen Parish, and in the establishment of the first Latvian Opera “Banuta” museum, which was made in 2011 thanks to the enthusiasm of director Gunta Gailisi and his associates and a very large amount of invested work.
Currently, substantial private investment is taking place in the long pub of New Jaunpiebalga, an architectural monument of national importance. The New Jaunpiebalga pub building with its adjacent building is very rarely a building type in Latvia from such an ancient time period – the pub building was built in 1800. The building of the pub is an important cultural and historical testament to the economic and social life of Vidzeme residents in the 19 th century. The pub is renovated and preserved by Ainars Silas, who is a metal artist and businessman. The pub also has an exhibition planned for 2023 on the history and importance of pubs in public life. This is supported by the municipality of Cesis.
Continuity/Development
In order to ensure the visibility and sustainability of the Piebalgs cultural space, the following activities are planned to be implemented by 2025:
1. Establish a consultative local government institution “Piebalgs cultural space Development Council”, involving residents and establishing inter-institutional co-operation (2023). Responsible: Cesis County Council, local communities.
2. Promote activities of local communities for the development of the Piebalgs cultural space by providing funding for the financing of cultural projects, Community initiatives projects and participatory budget projects. Responsible: Cesis municipality Council, Piebalga cultural space communities.
3. To improve the www.jaunpiebalga.lv and www.vecpiebalga.lv of the existing website by providing for a specific section “Piebalga cultural space” in order to highlight the intangible cultural heritage in particular and to gather contemporary events, people and the contribution of communities to the maintenance and development of the cultural space (2023). Responsible: Ccounty municipal Central Administration communications and Customer Service Board; Cçsu County Tourism Development Agency.
4. Create documentary materials (including digital, augmented and virtual reality, 3D modelling, etc.) illustrating the history, architecture, artwork, artists, contemporary processes and other cultural factors of Piebalgs cultural space (2023-2025). Responsible: Piebalga cultural premises Communities, Cesis municipality municipal institution “cultural Administration” and Museums Association “Orisare”.
5. To promote research projects in order to acquire new knowledge regarding the cultural space of Piebalgs and its history by establishing co-operation with academic institutions of Latvia (2023-2025). Responsible: Cesis County municipal Authority “cultural Authority”.
6. Organise cultural events and exhibitions related to the Piebalgs cultural space in order to attract the attention of local residents and tourists (2023-2025). Responsible: Piebalga cultural premises Communities, Cesis municipality municipal institution “cultural Administration” in co-operation with the New Jaunpiebalga cultural House, old Vecpiebalga cultural House and Zoseni cultural House.
7. Involve local people and Community organisations to promote the visibility of Piebalgs cultural space and involve the local Community in its conservation and development through co-projects (2023-2025). Responsible: Central Administration of the municipality of Cesis, Board of the Association of New Piebalgs, Board of the Association of old Piebalgs.
8. Promote cooperation with other cultural and tourism organisations in the region and Latvia in order to promote the Piebalgs cultural space (2023-2025). Responsible: Cesis County Tourism Development Agency.
The measures for the protection and development of the Piebalgs cultural space are divided into two parts. They derive from the needs defined by local communities, various development strategies such as the development strategy of the association of museums “Orisare”, the development strategy of the New Jaunpiebalga School of music and Art, etc.
SAFEGUARDS
1. To perform inventory of cultural monuments and natural objects in Piebalgs (2023-2025). Responsible: Central Administration of the municipality of Cesis in co-operation with the administration of the Association of New Piebalgs and the administration of the Association of old Piebalgs.
2. Protect Piebalgs cultural spaces and its historical features, especially those essential to preserving the identity of the local Community (2023-2025). For example, to encourage the return of the historical parish name “Zosens” of Zoseni and to ensure the placement of road signs with the historical parish name. Responsible: Cesis County Council.
3. Take the necessary measures to preserve the natural landscape, improve the aesthetic appearance of the surroundings and reduce the negative impact on the local environment (2023-2025). Responsible: administration of the New Piebalgs Association and administration of the old Vecpiebalga Association.
4. Create and improve an infrastructure that allows visitors access to the cultural space but at the same time does not harm the location (2023-2025). Responsible: administration of the New Piebalgs Association and administration of the old Vecpiebalga Association.
5. In accordance with national and local government regulations, take measures to protect cultural monuments and other historically important objects (2023-2025). It is necessary to start work on the creation of the Common Catalogue of Piebalgs. Responsible: Cesis County municipal Authority “cultural Administration”, New Jaunpiebalga Alliance Board and old Vecpiebalga Alliance Board.
6. Develop cooperation with local, regional and national authorities to establish and implement plans to promote sustainable protection and conservation of cultural space (2023-2025). For example, the municipality of Cesis is working with the national Encyclopedia to create divides, thus preserving and promoting the cultural history, economics and social processes of the municipality of Cesis, including Piebalgs. Responsible: Cesis County municipal Authority “cultural Authority”.
DEVELOPMENT MEASURES
1. Develop and implement future research, education and cultural programmes that could contribute to the promotion of the Piebalgs cultural space (2023-2025). Topical research is expected in literature and theatre history, Piebalgs creative process research, crafts and Piebalgs singles research, weaving tradition research, fine art research. Museum research, including research on Piebalgs Cemeteries and families, should be encouraged. Responsible: Cesis municipality local government institution “cultural Administration” in cooperation with the association of museums “Orisare”, Jaunpiebalga municipality research museum, Jaunpiebalga, Zoseni and old Vecpiebalga cultural houses.
2. Promote cultural space tourism and develop economic activity based on the use of local resources (2023-2025). Besides the development of traditional cultural and historical monuments, grave tourism is particularly popular. Responsible: Tourism Development Agency of Cesis municipality, Business Division of the Development Administration of the Central Administration of Cesis municipality.
3. Create events to help promote and promote cultural space as a recognisable and valuable tourist destination by promoting and supporting the involvement of local communities (2023-2025). Responsible: Piebalga cultural premises Communities, Cesis County Tourism Development Agency.
4. Develop programmes and activities focused on the participation and cooperation of local communities to promote the sustainable development of cultural space (2023-2025). It is particularly important to ensure the development of cultural and artistic education from pre-school to adult lifelong learning. The specialisation of old Vecpiebalga High School in the direction of culture and art is to be supported and encouraged. Scientific research work of pupils of educational institutions on the cultural space of Piebalgs and the perspective of development thereof shall also be encouraged and supported. Responsible: Piebalgs cultural premises Communities, the Education Board of the Central Administration of the municipality of Cesis in co-operation with the New Jaunpiebalga School of music and Art, New Jaunpiebalga High School, old Vecpiebalga High School.
5. Build and improve infrastructure that could help improve the accessibility of the cultural space and make it even more attractive to visitors (2023-2025). The cultural heritage held by the association of museums “Orisare” is particularly relevant. Therefore, investments are primarily needed at the Brothers' pile Memorial Museum “Mountain Kaybrens”. Responsible: Board of the old Piebalgs Association.
1. Strengthen local communities by promoting the preservation and development of local identity, cultural and historical environments and cultural space.
2. Develop the offer of cultural events and activities based on local cultural and artistic traditions.
3. Preserve and improve the architectural and design elements of the Piebalgs cultural space and promote their restoration and preservation.
4. Encourage visitation and interest of local residents and tourists in the Piebalgs cultural space.
5. Provide cultural and artistic education opportunities for locals and visitors.
6. Promote the development of cultural and creative industries in Piebalgs by ensuring socio-economic development.
Threats to the Tradition
The main threats to the cultural space relate to the following aspects:
1. Demographics, migration and population decline. This process has a critical impact on the self-preservation of the cultural space, the inheritance of cultural traditions, the future of schools, etc.
2. Access to knowledge and skills. The shrinking population is the reason why discussions are taking place on the development and sustainability of the school network, which also affects the Piebalgs Education area.
3. A continuation of tradition. As the population decreases and the network of local schools changes, the continuation of traditions will also be reduced, both institutionally and in terms of human resources.
4. Peripheral post-administrative territorial reform. The established large municipalities with a complex administrative structure can contribute to the peripheral role of municipalities if insufficient attention and care is given to their development.

Old Piebalgs pays tribute to folk costumes - on July 16, 2022, the Board of the Association of old Piebalgs of the municipality of Cesis, in co-operation with the national cultural Centre of Latvia, organized the exhibition of Latvian folk costumes of the Voldemars lark Prize – a competition to promote the making and wearing of Latvian folk costumes in accordance with tradition, to stimulate interest in the folk costume of its municipality, the possibilities for assembling it in accordance with historical development, and to prepare for the XXVII general Latvian Song and XVII Dance Festival.
